On 3 december 2013 entered into force of the Resolution 116 COMEX, which require certificates of appreciation of the INSTITUTE (INEM) for the import of 293 products. The implementation of this resolution is responsible for serious problems to the spanish exports by uncertainty as to the technical standards in force and impossibility of certificacíon in the absence of recognized.
