The WTO declares several tax incentive programs in Brazil in the technology and automotive sectors contrary to international regulations, against which the European Union and Japan had protested. Programs such as INNOVAR-AUTO, aimed at stimulating the expansion of the Brazilian automotive sector, gave unfavorable treatment to imported products, contrary to what was established in the General Agreement on Tariffs and Trade (GATT).
